The reason in my experience is because an RPi2 (without overclocking) with the newer LibreELEC 9.0.x images is not able to smoothly play North American Over-The-Air MPEG2 1080i content that is recorded by MythTV or Tvheadend Personal Video Recorders (PVRs).
